Morgan Plucker

Not a sitting legislator · Spearfish

DemocratBallot order 3Filed 19 Mar 2026

Where they stand on data centers

Nothing on record.Morgan has never held legislative office, so there are no roll calls to score.

Survey: responded

“Many constituents I have spoken to have expressed concern about the environmental impact these data centers will cause. The detrimental increase in water usage is concerning, as a medium-sized center can use up to 110 million gallons per year for cooling purposes, which is equivalent to the annual water usage of around 1,000 households. With only 0.5% of water on earth fit for human consumption, the idea of using it to cool down mega computers is insulting to say the least Other concerns I have heard are increases in electric bills for residents, as these centers will require a lot of power to function. There have also been concerns with tax breaks for the companies that run these centers, and the lack of meaningful economic development for the communities.”

“I would say those are extremely important concerns to be aware of as we grow in the tech industry. While people want the newest and greatest things, we must be aware that these data centers WILL cause a water shortage in our lifetime if we allow them to be built. They will destroy the environment, and they can lead to a huge spike in everyday bills and finances for the people. I cannot fathom voting for something that will destroy the future for our children and the generations to come.”

What the flags mean

A · Data center and Big Tech: The industry itself, its lobbyists, and the trade group that testified for the 50-year tax break.
B · Utility, power and energy: Utilities, generators, transmission and the ethanol bloc — interests whose revenue rises with data center load.
C · The PAC funnel: Money arriving through a political action committee rather than directly.
D · Named individuals: People named in the underlying investigation.
E and F · Outside money: Large national spending and independent expenditure made for a candidate. Never the candidate’s own money, and never added to their receipts.

How the score is built

Roll calls on 2026 data center bills are tracked. A vote counts as protective when it sided with residents on cost, water, or local control.

Candidates with no legislative service have no score. That is shown as an absence, never as a zero.
