Scoring Methodology
Each legislator is scored based on their votes across 11 data center bills. Protective votes (supporting transparency, environmental review, rate protections) earn points. Votes favoring industry tax breaks subtract points. Sponsoring industry-favorable legislation counts as an additional negative action.
